What is the Union Hill
Special Business District?
As part of Kansas City’s contribution to the Union Hill Redevelopment Project, the City agreed to install a Decorative Lighting System and Entry Monuments. This was on the condition that Real Property Owners agreed to establish a Special Business District (SBD) under the provisions of Missouri Statutes Sec. 71.790 to operate and maintain them. The vote to establish a SBD passed easily.
On December 6, 1990, the City Council adopted Ordinance 900675 to establish a Union Hill Special Business District (UHSBD). The UHSBD is governed by an Board of Commissioners appointed by the Mayor with advice and consent of the City Council. Five members are to be owners of real property or their representatives; and two members are to be renters of real property or their representatives.
The ordinance assessed a tax on properties within UHSBD to fund the operation and maintenance of the street lights and entrance monuments. Each property within the district is assessed an annual tax based on the assessment rate times the abutting feet where the property abuts sidewalks/streets.
Property owners receive their assessment statements directly from the City and should refer any questions to the City by sending an email to revenue@kcmo.org or calling 816-513-1220.
Note: Assessments for residential properties within the Union Hill Homes Association (UHHA) are paid by the UHHA. Any questions related to assessments received for those properties should be addressed directly to the UHHA.
